This is a civil ceremony with no religious significance. It's two people electing to make public vows to each other and not in the presence of any higher deity. But that doesn't mean that your civil ceremony shouldn't be as beautiful, moving and visually appealing as a traditional church/synagogue/mosque wedding.
There are no rules about what brides and grooms should or shouldn't wear at the register office. You can wear a white dress, veil and train if you wish - but bear in mind the strong connection this outfit will have with religious wedding ceremonies. If you're stepping away from tradition, maybe it's best to avoid the usual trappings of marriage.
It's also important to be true to your own style, otherwise your wedding look can veer dangerously close to fancy dress. If you're quite a formal dresser in everyday life, don't opt for a flouncy, romantic frock that will make you feel self-conscious. If you're a casual or boho type, a stiff satin shift won't reflect who you are. If you're not super-feminine, don't try to be elaborate on your special day. Your groom might not recognise you!
